This is called the Ornate Moth, Utetheisa ornatrix, also known as the Bella Moth. Its larvae feed on legumes, mainly lespedeza and lupines. It is not considered to be a pest. It is in the family Erebidae and used to have its own family--the Tiger Moth Family Arctiidae. It is a fairly common moth in the lower latitudes of the United States. It somewhat appears to be patterned like the Ailanthus Webworm Moth, but the black and white markings are reversed.
